Loyal right-hand man to the infamous Geese Howard. Despite already assuming control of the late kingpin’s organization (the Howard Connection), Billy nevertheless finds himself brooding over how to lead his bereaved family of associates into a new era. Amidst all the darkness and turmoil, at least one thing is still crystal clear: he has a bone to pick with Terry Bogard, the man who took his revered master’s life in the first place.

Gameplay Overview

A series staple, Billy Kane’s gameplay in CotW is largely intact from earlier installments; he’s a bully character who is defined by his long reach coupled with surprising mobility.

Billy sports a unique moveset full of long-range pokes, closing the gap with his command normals, and high-damage knockdowns. When put together, it really lets Billy freestyle his offense and overall gameplan, giving him good neutral, pressure, and conversions, and letting him pick fights at ranges where the opponent effectively struggles to fight back. He even has no problem comboing into his Ignition Gears thanks to having solid confirms like a four-light sequence. Billy even hangs in tough with fireball users, as well; he can outtrade fireball users with his pokes, negate them entirely even when Overheated with his staff twirl (623P), or use his Redline Gear (236236D) to punish them outright.

All this control and offense comes at a price, though; Billy’s defense is downright terrible. With no meterless reversal or reliable anti-air beyond his Dodge Attack, Billy is very vulnerable to being pressured when knocked down, and it’s not uncommon to see one mistake from Billy turn into him getting mixed and pressured straight to a round loss. Not to mention, while Billy’s neutral is intimidating, it is not flawless, as his moves have long recovery on whiff and leave a large extended hurtbox for the opponent to hit with a Wild Punish.

With all that said, Billy is definitely a quirky character who is absolutely ruthless in the hands of a studied player. If wearing down your opponent until they crack is your style, consider sticking it to your enemies with Billy.

  • Longest Pokes in the Game: Billy has the longest attacks, both normals and specials, in the game by a considerable amount, which often puts the opponent into situations where he can hit them while they can't effectively fight back.
  • Light Confirms: Billy's long range on his far lights means he can confirm consistently into 236A or a super, which puts significant threat behind his already strong foosties game.
  • Sandbox Mode: Billy's combo structure is extremely loose - his REV Art Senpuu Kon (623AC) has no juggle limit and he can use the D and REV Art version of his brakable Kyoushuu Hishou Kon (236K) in whichever order that pleases him. Score a good hit and the world is Billy's oyster.
  • Good Pressure: Aside from creating pressure using his superior range, Billy has access to a +3 c.B, +1 c.A, and even a +4 feint cancel in c.D, aided by his good dash. Despite his focus on ranged play, Billy is a menace on offense too.

  • No DP: Not having a meterless reversal or a brakeable DP puts Billy at a disadvantage against tighter pressure sequences and safejumps until he accumulates enough meter for a reversal super.
  • Slow Attacks: Sluggish frame data — especially on whiff — and a slower stepdash mean Billy must be careful on maneuvering the field and choose his attacks wisely, lest the opponent maneuver out of Billy’s preferred range, or worse, Wild Punish him off of his extended hurtboxes.
  • Resourceless Conversions: Billy’s REV moves do not naturally combo from light attacks, forcing him to spend a super bar to get a hard knockdown from these starters unless he’s close enough for Target Combo into REV Blow.
  • Weak mixups: Billy's mixup plan is centered around strike throw, as he doesn't have strong overheads,command throws,crossups, or set ups to open up the opponent.
